Lesse here… Poorly designed and/or maintained sewer systems, widespread artificial irrigation, unreasonably large golf courses, artificial lawns, illegal liquid waste dumps, aesthetic over functional landscaping and some other stuff I’m not aware of.
I’m sure all that crap has nothing to do with it, but hey, it’s not wasting water if it looks good.
